virus with .txt file

I am downloading some GSC files and sources that are in a .txt file, and SmartScreen is blocking it as a virus? Is this a problem on my end? I am posting this in the GSC section because that's where I am downloading the files from. Picture here - http://i.imgur.com/dBrrYZQ.png- JMccormick264
