I assume you're trying to make an SPRX Loader?
Well, try these:

1. Rereference the .dll file
2. Convert functions to PS3Lib.dll, rather than TMAPI's dll
3. Try opening in another Visual Studio environment (eg; visual studio 2010 instead of 2013->17)
4. Try referencing the PS3TMAPI.dll from another tool/location, rather than the one you're using
5. Check .NET versions correspond?
