Whats the actual issue, can you not open up the menu? Or when you verify people/give them a rank they can't open the menu ?

well when i give co host to someone it says you have been given co-host on the other players screen but he cant open the mod menu

Take the working menu and compare it to yours. Compare the onPlayerSpawned.

Then you've done something wrong... My honest advice to you is to take your time to learn gsc, so you can fix your own problems.
