There is no way beside the official way through steam to download any workshop items. But you can request any mods/maps from the workshop here: Request - Requesting custom maps and mods | CabConModding
Someone will probably create a post with an download without steam.

Si este método no funciona, siempre puede intentar esto:

- Extraer archivos
- crea una nueva carpeta llamada "zona"
- poner todos los archivos extraídos en esta carpeta
- Después de esto, abra workshop.json y debería ver "FolderName":
- crea una nueva carpeta con el nombre requerido
- Coloque la carpeta de la zona con los archivos extraídos que hizo anteriormente en esta carpeta
- Después de colocar la carpeta en su directorio de mapas de usuario

I got mine working by using the following structure,

Call of Duty - Black Ops 3\usermaps\zm_nuketown_hd\zone

Extract mod to zone folder

Open workshop.json inside zone folder, you should see "FolderName": That should be "zm_nuketown_hd"

Change the "Thumbnail": path to the mods thumbnail. Mine is,
"D:\GAMES\Call of Duty - Black Ops 3\usermaps\zm_nuketown_hd\nuketown_zombies_thumbnail.jpg"

you have to open the workshop.json file and copy the folder name and make that the folder name for the map (right after usermaps). so for example mine is Call of Duty BO3/usermaps/zm_hijacked/zone/map files {zm_hijacked being the folder name of course}

please help! i downloaded it but i dont know where to put it. i crated usermap and placed it there but it doesnt show in the map menu and also mod menu doesnt work too i have dlc 3 only now and do i need all dlcs to play custom zombies map?

im so late on this lol but i did the intructions and i see the mod in the mods menu and it does say that its loaded but i cant seem to actually find the map and play it
